In application of the Decree dated May 10th, 1999 and the Decree dated January 20th, 2000 on the creation of an employment exchange “Arbeitsamt” in the DG, the Government and the Council (RDG ) of the German-speaking Community have to deal with all employment-related matters since January 1st, 2000. So, the "Arbeitsamt" is charged with the realisation of programmes for reemployment of unemployed persons and - in the field of vocational training - it promotes further training of employed and jobless persons and organises retraining programmes.

CEF (Conseil de l’Education et de la Formation)

Council for Education and Training
The Council for Education and Training (Conseil de l'Education et de la Formation, CEF) of the French Community of Belgium is an advisory body made up of two committees - one for education and one for vocational training. Representatives are drawn from the social partners, the regional public vocational training authorities, the Vocational Training Institute for the Self-employed (Institut de Formation des Classes moyennes), the Higher Council for Continuing Education (Conseil supérieur de l'Education permanente), agricultural training institutes, school authorities, parents' associations, universities and higher-education students. In March 1999, the Council adopted an opinion on the objectives of continuing vocational training.

FOREM Conseil implements the Walloon employment policies, provides advice and support to individual job-seekers, to companies in the management of human resource, and to other political, social and economic actors in the labour market. This last activity provides Le FOREM with a global outlook on the market, its trends and its requirements, and to provide actors with pertinent information. FOREM CONSEIL - Carrefour Emploi Formation

The « Carrefours Emploi Formation » are open to anyone, whether individuals or groups, who can benefit from a team of advisors on the subjects of employment and vocational training. These open information and documentation centres provide free access to a range of technological tools, in addition to advice for individuals or groups. The information and advice on offer in these centres is based around five main themes : choosing one’s orientation, finding a course, finding a job, creating one’s business and working abroad.

Higher Institute for Labour Studies
The Higher Institute for Labour Studies (HIVA) is a research institute attached to the Catholic University of Leuven (K.U.Leuven). It was founded in 1974 on the initiative of the university and the Christian labour movement (ACW).
HIVA's research activities are carried out in support of government policy and focus on problems facing employees, underprivileged and disadvantaged groups, social organisations and movements in society. The research activities are organised into four sectors: (1) Work and Organisation; (2) Education and Labour Market; (3) Social and Economic Policy; and (4) Sustainable Development. Each research sector adopts a multidisciplinary approach to its research activities. Over a period of almost 30 years, HIVA has built up a great stock of experience in many fields, and therefore not surprisingly enjoys national and international renown.

IFAPME (Institut wallon de formation en alternance et des indépendants et des petites et moyennes entreprises)

Walloon Institute for alternance training, self-employed and small and medium-sized enterprises
The training courses organized by the IFAPME provide for the acquisition of the general and vocational knowledge required to practise a self-employed occupation. The Institute has 11 regional services. Also, the IFAPME organises and coordinates the activities of the network of the 14 training centres in Wallonia. Training programmes are intended for young people and adults. The apprenticeships are designed for teenagers from 15 years of age wishing to learn a craft or a commercial or intellectual profession through the apprenticeship contract approved by the IFAPME. Business management training is intended for people with a qualification in a craft or a commercial or intellectual occupation who wish to improve their skills while preparing themselves for managing a SME. Continuing training is designed for the self-employed and business managers.
