Thematic overviews
Thematic overviews are prepared and updated by ReferNet, CEDEFOP's network of nationally- based consortia. They describe the main features of the VET systems in each Member State plus Norway and Iceland using a common structure that allows transversal extractions of information across countries. Theme 01: General policy context – framework for the knowledge society (sets the socio-economic context which is important to understand a country’s approcach to VET)
Theme 02: Policy development – objectives, frameworks, mechanisms, priorities (outlines VET policies)
Theme 03: Institutional framework – provision of learning opportunities (explains the main laws which influence on regulate VET, shows the bodies responsible for VET)
Theme 04: Initial vocational education and training (explains programmes offered to young people to acquire vocational skills and competences,describes major aspects of the education and training system)
Theme 05: Continuing vocational education and training for adults (illustrates the approach and provision of vocational education for employed and unemployed adults)
Theme 06: Training VET teachers and trainers (explains how teachers and trainers for VET are trained prior to and in service, explains prerequisites and recruitment)
Theme 07: Skills and competence development and innovative pedagogy (describes how skills needs are identified, who does what and how in curriculum development, which skills are integrated in curricula and which pedagogies applied)
Theme 08: Accumulating, transferring and validating learning (explains what is in place to ensure that learning can be transferred, accumulated and is validated to improve access to further learning and enhance educational and labour market mobility)
Theme 09: Guidance and counselling for learning, career and employment (It explains who does what and how to ensure lifelong guidance and counselling for the individual within the VET context)
Theme 10: Financing – investment in human resources (informs on how VET is funded and by whom)
Theme 11: European and international dimensions, towards an open area of lifelong learning (places national VET into a European and international perspective, describes the impact of EU measures on national VET)
